About the Agency of Tomsk Region Development

Agency Founders

Nonprofit organization Fund "Agency of Tomsk region development" was founded by the Fund of complex application studies (Moscow) and The Administration of Tomsk region in 2002.

Agency objectives

• Establish business-friendly environment for all economic entities, increase the efficiency of economic mechanism and help people adapt to new social and economic conditions.
• Promote sufficient strategic policy decisions, made by public and governmental authorities on the territory of Tomsk oblast.
• Promote new modern approaches and management technologies for the development of strategic projects, which are aimed at innovation-based development of Tomsk oblast.
• Organize a significant communication platform to interest businesses of all property categories, educational and scientific organizations, mass media and the general public to take part in the Tomsk region development.

Agency business priorities

• Analyze recent economic and social conditions; find potential opportunities and detect possible dangers to the normal regional development as well as to single industrial complexes, facilities and to the social sphere.
• Develop strategic and tactical documents, which will determine regional economic development trends and conditions (concepts, plans and programs).
• Provide consulting, technical and organizational assistance in the program and project development for the public and governmental authorities, and for the business sector.
• Execute an independent evaluation of programs, projects and efforts aimed at the regional social and economic development, development of municipal units, businesses and single facilities. Execution of a public evaluation of programs and projects is included.
• As a management company administrate program and project implementation.
• Collect, analyze and present to the client legal, marketing, license and patent information.
• Make organizational arrangements to attract domestic and foreign investors.
• Prepare informational guidance manual on new approaches and technologies in the field of economic management and social administration.
• Provide information and organizational assistance to the international and foreign companies which work in Russia on regional innovation-based development.
• Organize seminars, conferences, workshops and round tables to discuss questions about management and development of territories and industrial and economic complexes.
• Develop suggestions to improve business environment in the region.

Implemented projects and programs

2004

• May 17-19. Agency of Tomsk region development delivered program evaluation training within the framework of the grant Eurasia project (A.E. Kuzmin, president of the Moscow limited liability company "Prozess-Consulting", delivered the training).
• April 28. Seminar about evaluation and monitoring of social and economic development programs took place.
• March. Agency of Tomsk region development and Fund "Institution for city economics" signed an agreement to perform program "Social and economic Tomsk region development" implementation evaluation.
• February. Eurasia Fund gave to the Agency of Tomsk region development a grant to implement the project "Development of friendly environment to introduce program monitoring and evaluation into management practice".
• The project objective is to develop friendly environment for introduction into management practice monitoring and evaluation of social and economic development programs.
• February 13. A seminar took place: "Problems of agricultural land turnover and questions of Tomsk region land regulation"

2003

• Social and economic development programs of Tomsk and Molchanovsk regions were successfully developed.
• June. Collaborative work in the framework of the international project "Elaboration of Russian Federation sustainable development indicators" was completed.
• May 23, 2003. Discussion on the federal act draft to introduce pollution abatement costs took place.
• April 7, 2003. A seminar took place: "Main poverty problems: solution opportunities and priorities. Regional perspective".
• January 14, 2003. A seminar on the problem of municipal unit social and economic development planning took place.

2002

• December 20. At the Economics and Management faculty of Tomsk polytechnic university Agency of Tomsk region development conducted a workshop on the social and economic program development monitoring methods. Experts from the Fund "Institution for city economics" participated in this event.
• Public opinion poll on employment and welfare level in Tomsk region was conducted. 4000 households in Tomsk and Tomsk region were analyzed. Results of the poll were used to issue the regional poverty law in 2002.
• Insurance services market analysis of West Siberian federal district and Tomsk region was conducted.
• Tomsk Consulting firm database was created on the ground of the consulting firm survey.
• December 16. Round table for chiefs of Tomsk audit firms (4 firms) and Tomsk region agricultural enterprises (more than 20 enterprises) was organized. The roundtable discussion was on the questions of business audit and business plan creation.
• December 18-19. Agency of Tomsk region development organized round table discussions in the Tomsk region administration and Tomsk State University. Discussion was on the question of program development methods for municipal unit social and economic development programs. Experts from the Fund "Institution for city economics" participated in this event.
• Information about Tomsk and Tomsk region was put into the "Sister Cities International" organization database (SCI). It will help to find and strengthen foreign cities business contacts in economic, social and cultural fields.
